Sadly Hong Kong government officials blindly follow rules from colonial times. We have the same problem on Lamma where rubbish and dumping are largely ignored (unless it is of a certain type in a curtain place and then it is very effectively cleaned up). It only takes one uneducated, unhinged, or malicious person to make a complaint and all efforts to clean up the community are stopped. We had our glass recycling booth closed because of one complaint (when the local community was contributing over a tonne of glass a week) and more recently had a complaint about our beach clean up, whereupon the Lands Dept served a notice to say we would be prosecuted for illegally occupying government land if we didn't move the pile of construction waste we'd taken off the beach and put in a small corner as they had told us to in the first place. I have also seen Lands Department officials rip out plants where people have tried to improve their neighbourhoods by cleaning up the rubbish and putting in a few plants. It's down to education - very hard to change when those at the top are so remote and those at the bottom are only allowed to blindly follow procedure.

Teakha's contribution to the neighbourhood is priceless. Preventing her from serving people outdoors is first of all not equal justice under law, as neighbouring cafes may use the outdoor space as they prefer - secondly it is a loss to the good community atmosphere that Teakha has pivoted in the area.
