Atrocious...nothing but! Dakota County has no right to take the said property if the taxes are paid. It would be different if they weren't. You are overstepping on a family's home. To the family, I suggest checking the grandfather law, rules from the date of purchase or behind. They may condemn the fixtures, but they can't condem the land.

Eminent Domain and Condemnation should not be used to acquire or expand parklands. This is private property which contributes tax dollars. This is not a "right of way" situation such as what may be needed to build a highway. It's a discretionary issue. Property rights should trump that.
