Help prevent my neighbour having my dog Zibannac put on a Dog control order/dog behaviour order

Yeah the neighbour needs training indeed as 1 day my 2 dogs was sat down with my immediate neighbours being fussed and this neighbour who has it in for them walked up to the dogs and sprayed some dog repellent in their faces and she's done this a few tumes if it was any other dogs she would of been bitten no doubt

I’m out of words how can they just report a dog with out any evidence done realy nasty people out there name and shame them
