The school is violating this man's 1st ammendment rights, the freedom of expression. This is not violating the "Distrubing the Peace" Law because he is not distubing anyone. He plays his harmonica in the hallway AFTER the bell has already rung and is not disturbing class time. All he does is play for people and himself and most students enjoy it.
