Punish the owner, not the Dog. Give a fee and release him. Criminals pay bond and are released, his life is worth more than the criminals on the street.

My sweet baby was unlawfully killed by Tennessee law enforcement and had a new state law named after him, Patton. It is suppose to train officers in that state to know how to handle situations involving family pets. Officers can be ignorant when it comes to laws about animals.
