The owner of the other dog is guilty of assault and should be charged. Photos and measurements of the "bite" marks must be compared to both dogs.

Shame on the authorities! Small dogs can be and often are the worst behaved because their owners take no responsibility in their training under the assumption that they are “harmless” because of their size. Praying that Buffy is safely reunited with her family

This sounds like a very biased situation here and based on the description of the dog in question’s previous behavior, there’s absolutely no reason to believe this is a dangerous dog.

Please release Buffy back home to her family.

Examine and measure theother dog involved in the incident. Consider all past behavior of both dogs, including neighbor and family testimonials. Have a professional canine expert evaluate both dogs.

Free Buffy. And arrest the other woman for assault!

Please properly evaluate this dog. It seems then it came from the smaller dog. And even if this woman was bitten by Buddy, She was just protecting her owner. That does NOT make her a vicious dog nor a threat to the public at large.
