These bills are designed to force consolidation of PSAPS (Public Safety Answering Points) so that there is only one in each county of the State. The problem with this is that if that 1 center goes out of service as the result of a man made or natural disaster, how will the first responders (Police & Fire personnel) communicate and provide help to the public How will the average citizen get medical or police assistance in times of emergency There has to be some form of back up in place so that if one center goes down, another can immediately take over operations with little to no interruptions.
