havanna act victims are the maltreated being caused premature death by overzealous legislators who signed into law their unconstitutional grant of permission to the state to be allowed to declare any person incompetent and waive their right to be noticed of hearing and also granted by other legislation is the allowance to carry out experimentation that may cause permanent damage so long as it results in sought after knowledge of such as the havanna syndrome's methodologies deleterious effect. When the State gets caught they declare confidentiality as the barrier to discovery. The primary laws are in N.Y.S. public health and mental health laws, and NYS public health and mental CASE laws are cited throughout the 50 states
