The fines are a joke right now. People wont stop unless it actually hurts their wallet. Need way tougher rules on the books before someone else gets killed.

Safety is at issue here. Texting while underway in a motor vehicle should be illegal and if seen by a police officer, should be fined at a hefty sum to discourage the behavior.
