Demand that the Greene County Board of Supervisors direct an immediate halt to the reservoir project and instruct the County Administrator to cease further progress and spending, until such time confident and valid data can justify continuing.

Be-it-known that we:

  • Understand the need for a safe and reliable source of water for our community to grow and thrive, but are concerned that the reservoir project is based on incorrect data assumptions recently revealed.

Whereas:

  • Greene County is currently in compliance with The Commonwealth of Virginia’s State Water Control Board administrative directive 9VAC25-780-10 authorized under §§ 62.1-44.15 and 62.1-44.38:1 of the Code of Virginia, by a 2009 water plan submission.
  • The water plan consists in part of the White Run Reservoir Project which is 125 flooded acres on a 201 acre parcel located on Dairy Road (SR633), west of RT. 29 (Map Number: 51 A 25C), capable of storing 900,000,000 gallons of water for the next 30 years.
  • The cost estimate for the reservoir project ranges between $45 & $65 Million, which will double the current outstanding debt of Greene County. The impact to the property tax rate alone could mean an increase of $445 more per year in taxes to the median household.(without any adjustments to water or sewer rates).
  • The stated need for a reservoir of this size is based on an incorrect population growth and demand rate of 4.25%, not the actual annual growth rate of ~1%.
  • Building the reservoir is NOT a requirement by the Commonwealth of Virginia.
  • Continuing to pursue the construction of the reservoir is irresponsible until the expense can be justified using sound data.
