Students needs should be the priority, and international students have a greater need for on-campus housing than local HK students that already live within a short commute of campus.
It's also important to preserve the international diversity present in halls at HKUST. Students need to live in contact with other students from around the world to facilitate the transition to a global culture, and humanistic empathy across country's borders.

It is not fair for international students as one of the goals for HKUST is diversification. If the number of international students is reduced for increasing the quota for local students, it is against its own value. Furthermore, we have agreed to pay more for the accommodation inside HKUST compared with local. It would be more reasonable if HKUST make the hall fees the same for all students if they want to deploy this policy.

The new policy is really non sense, no care taken of international students, when we have such a few number of international students (responsible for enhancing diversity and English on campus) then why not does the university accommodate most of them, similarly for mainland students. Instead they have a quota for locals who already have a home base in Hong Kong. They have no right to talk of diversity through this policy. Locals English is even terrible at most times, and this will increase the difference even more and lead to misunderstanding and barriers between locals and other people. A policy with the only outcome of : problems, uniformity, and substantial decrease in number of non local applicants. Change should never come spontaneously, but the new policy is far away from the completely opposite of the previous one.

May I clarify one point, the local students are subsidized by the government HK so that we can pay less in tuition fee, however, it doesn't mean in total we pay less than you. Just that our parents pay tax and the government pays the remaining part. In other words, HKUST received the same amount of money per student enrolled, no matter you are a local or non-local student.
It is undeniable that it will put students without a home here in deeper financial pressure. I am sure that this situation happens to ALL students around the world studying overseas. If you really feel uncomfortable in paying such price, you may choose not to come to Hong Kong, given that you don't really passion about Hong Kong's culture. For places where can provide excellent tertiary education like US, UK, HK, it is very likely you have to bear the high living cost. If you feel like you are not going to be able to pay, you can choose to apply for the scholarships or just not to study in these places.
It is completely absurd for you to comment on the matter when you are not fully aware of the situation and put the blame on local students.

I am a 1 year exchange student in my 3rd year. I would not have come to HKUST if I were not offered a place in halls. I believe that by doing this, HKUST will limit the number of exchange students studying here

It was a totally absurd and hasty decision. I already pay 120,000 hkd per annum just for tuition fees. Local students pay only $40,000 per annum. If you are displacing non-local students, you are putting us under more financial pressure. Your reasons such as non-local student need to adjust to HK culture makes no sense. How exactly does that help me adjust to HK culture? I don't even want to work in HK, you can't just assume I am going to be working in HK. Be prepared to lose a lot of incoming international students with your change in policy.
