There is much evidence from other cities (New York, for example) of the benefits - and lack of downside - that have been realized as a result of allowing people and their canine companions to socialize in neighborhood parks during limited "off leash" dog hours.

This is a no cost solution of the concerns of some residents which would avoid unintended consequences of putting up fences, reserving specific areas for dogs in Griggs Park etc.

The proven benefits of such a policy include:

* reduced crime and violence

* increased physical and social benefits for owners

* significant reductions in conflicts between owners and non-owners

* better socialized canine companions who become better citizens with significant reductions in untoward incidents.

Bottom Line:

Limited, daily "off leash" hours will allow everyone, dog owners and non-owners alike, to enjoy Griggs park while minimizing the chances of unpleasant experiences or citations and fines.
