CONCEPT DOCUMENT FOR GP TV – GAUTENG’S NO.1 YOUTH
STATION
1. BACKGROUND
• GP TV’s concept is inspired provincial government's commitment to respond to the development of young people in the province.
• Like many developing countries, South Africa has a large population of youth, those between the ages 14-35 represent 42% of the total population.
Given the youthful nature of the South African population, much of the socio-economic challenges faced by the nation, including poverty, inequality and joblessness, poor health are largely encountered by the youth. The gravity of challenges South Africa is faced with, require multi-pronged efforts that simultaneously promote the development of sustainable livelihoods, reduce poverty, inequality and prioritise the development of policies which create an enabling environment for youth development.

• GP TV is positioning itself as the Gauteng’s leading youth community television station.

• GP TV is a "Youth" television station, the station is formatted to mostly play urban music genres such as Kwaito, Hip Hop, and R&B along with majority of its airtime being dedicated to talk shows. The station's core audience will consist of young South Africans residing in Gauteng and surrounding provinces such as North West, Mpumalanga, Limpopo and Free State. GP TV characterizes its core audience as "young South Africans who are imaginative, curious and ambitious. They are continuously seeking new ways to improve their lives and their communities so that they are able to lead successful and rewarding lives. GP TV describes itself as "the soundtrack to an urban life – fast-paced, energetic and uplifting with a mix of a few quiet moments so that you can catch your breath in the middle of Gauteng madness." Hip-Hop, house, kwaito, and R&B form the core of GP’s sound, with occasional rock or pop music thrown in. GP TV devotes 60% of airtime to music, but the rest 40% goes to talk shows. GP TV has adopted NYDA as its vision from Television point of view. The NYDA encourages young people to be catalysts for change in their communities through involvement in community development activities, social cohesion initiatives, National Youth Service programmes and social dialogues.

• The GP TV will play a leading role in ensuring that all major stakeholders such as the government, private sector and civil society, prioritise youth development and contribute towards identifying and implementing long-lasting solutions that address youth development challenges. Furthermore, the GP TV will develop and implement television content that is aimed at improving the lives of young people in Gauteng, as well as avail opportunities to youth by bringing various on air and off air.

5 REASONS WHY GAUTENG PROVINCE NEEDS A YOUTH TELEVISION

1. The Gauteng Province's total GDP for 2010 was R811 billion, making the province the single largest contributor to South Africa's GDP with a contribution of 33.8%, despite having only 1.4% of South Africa's land area. Gauteng also generates approximately 10% of the entire African continent's GDP. Gauteng's Gini coefficient of 0.62 makes it more equal than South Africa (the Gini coefficient of which is 0.63 (2014) as a whole, although this is still a very high figure by international standards. The cities Johannesburg, Midrand and Pretoria, which are all economic powerhouses, and Vanderbijlpark, which is an industrial powerhouse, are all in Gauteng. West Rand also host big mining houses such as Sibanyestillwater, DRD, Anglo Gold, DRD and other international mining service providers such as BME, Master Drilling etc. Through the TV Station we can be able to expose youth opportunities to young people. Gauteng is home to the Johannesburg Stock Exchange, the largest stock exchange in Africa, as well as the head offices of over 140 local and international banks. Some of the largest companies in Africa and abroad are based in Gauteng, or have offices and branches there, such as Vodacom, MTN, Neotel, Microsoft South Africa and the largest Porsche Centre in the world.


2. Gauteng Provincial Government have a specific youth department called Department of Education & Youth Development headed by MEC Panyaza Lesufi, GP TV is in line of Gauteng’s commitment for youth development in the province.

3. According to the mid-year estimates of 2019, the youth (aged 18–34) constitute almost a third of the population (17,84 million) in South Africa, with 9,04 million males and 8,80 million females. Almost 30% of youth (5,10 million or 28,6%) reside in Gauteng, with 3,47 million in KwaZulu-Natal (19,4%), making up almost half of all youth in South Africa. The Free State (4,7%) and the Northern Cape (2,0%) have the lowest proportions of youth.

4. University of Pretoria, University of the Witwatersrand, University of Johannesburg, Tshwane University of Technology, Vaal University of Technology, Sefako Makgatho Health Sciences University and many colleges.

5. All Gauteng Local Municipalities have youth offices and youth Coordinators municipalities such City of Johannesburg Metropolitan Municipality, Ekurhuleni Metropolitan Municipality, City of Tshwane Metropolitan Municipality, Sedibeng District Municipality, Emfuleni Local Municipality, Midvaal Local Municipality, Lesedi Local Municipality, West Rand District Municipality, Merafong City Local Municipality, Mogale City Local Municipality and Rand West Local Municipality. GP
TV will bridge the gap of communication for young people; youth development will be able to be given the spotlight through television daily.


10 VISION:
A credible, capable and activist community youth television that is responsive to the plight of South Africa’s youth in Gauteng and surrounding areas.

11 MISSION:
To mainstream youth issues into society via television platform.
To facilitate youth development with all sectors of society on air and off air.

12 OBJECTIVES AND PRINCIPLES
4.1. GP TV is a non-profit organisation established with the objective of working within the framework of the Electronic Communications Act of South Africa for the education, cultural, economic, and social wellbeing of the South African youth Community.
The station will aim to:
• Ensure ongoing youth participation at all levels of the station.
• Ensure the fullest possible youth representation, Participation and governance in all aspects of the organization, Including but not limited to programming, Productions and broadcasts.
• Do regular planning, marketing and fundraising for the station to ensure its
• relevance, popularity and sustainability in the service of the youth development of Gauteng and surrounding areas.
• Provide access to channels of communication and information for the Gauteng youth through the production and acquisition of relevant programming by and for the community.
• Produce and acquire content that is participatory, locally relevant, progressive, educational,
• informative and entertaining.
• Ensure that the station is sustained through various forms of revenue.
• Maintain the highest standards of organisational excellence in terms of the governance,
• management and administration of the station.
• Support ICT training initiatives aimed at uplifting youth, creating meaningful employment, and furthering the development of South Africa’s ICT industry.
4.2. The station will operate in terms of the following principles:
• To support the development of community television in South Africa;
• To support the principles that community broadcasting should be controlled and
• operated at local level by non-politically independent bodies not attached to any religious,
• political or business interests.
• To promote the principles of independence in programming, diversity of output, access to
• broadcasting by the youth community, the widest representation of viewpoint to give fullest
• expression to the aspirations and culture of the South African young people.
