We the people of the better part of the United States of America would like to petition the federal government to abandon all military proving grounds North of the Mason-Dixon and West of the Mississippi. In turn, all land South of the Mason-Dixon and East of the Mississippi can be used as a proving ground for advanced weapon technologies and enemy of the state prisoner housing, so long as the prisoners are dealt with in a "The Running Man" fashion. All indigent population in the aforementioned designated area for government/military use may be used for medical experiments only if such experiments will benefit those that do not live in the aforementioned area.
