We, as residents of the Eastmoreland neighborhood of Portland, urge the Oregon Land Conservation and Development Commission to approve the proposed changes to Goal 5 Historic Resource Rules per the January 13th DLCD staff report, and make them effective prior to May 1st. Please do not let the proposed Eastmoreland Historic District be regulated by the current onerous restrictions, but rather create a public process through these rule changes that will allow us to have a voice in how our district would be regulated. Oregon State's Goal 5 rules, as currently written, require that National Historic Districts be regulated locally at the highest level of restriction. As re-written, baseline protections would be automatic (demolition review), with local jurisidictions implementing a public process to determine appropriate regulations for the district. If rule changes are made effective prior to the Eastmoreland Historic District proposal advancing to the National Parks Service on May 17th, they will apply to our proposed district. If not, the current regulations will remain in place.
