As a San Francisco business owner I wholly support this initiative. In some of my businesses, we routinely hit capacity close to 12am and remain at capacity until 3, 4 or later. However, we generate 74% of our nightly revenue between the hours of 11:00p - 1:30a. We see a tremendous rush just before last call, after that our sales of water and juice account for less than 5% of our revenue even thought the club is still full into the wee hours. I am confident that later hours would not only generate more revenue and tax dollars, but would also require a second shift of bar staff as we currently send home more than half our staff after last call.
It also my belief that many of these guest would not feel the pressure to "binge" drink at last call if they knew they could still get a drink later in the night. Face it, San Franciscan's may have an earlier last call than their cosmopolitan neighbors in New York, Miami and Chicago but they still go out like New Yorkers, not arriving at the club until close to midnight. They then pack in the same amount of "entertainment" into a 2 hour window versus the other cities 4 hour or longer timeframe. Perhaps that's why the National Highway Traffic Safety Administration (NHTSA) data indicates a much lower incident of alcohol related vehicular fatalities in cities with extended last calls.
I also believe this would encourage a much more staggered departure rather than putting everyone on the street at exactly 2am
