Mengingat : 1. Perilaku Korupsi adalah perbuatan yang sangat bertentangan dengan moral perikemanusiaan. 2. Perilaku Korupsi adalah perbuatan yang merusak hubungan antara pemerintah dan rakyat Indonesia. 3. Perilaku Korupsi adalah perbuatan yang mengkhianati para pejuang perintis kemerdekaan rakyat Indonesia . 4. Perilaku Korupsi adalah perbuatan yang mengkhianati Pancasila dan UUD 45. 5. Perilaku Korupsi adalah perbuatan yang mengkhianati seluruh rakyat Indonesia. Menimbang : 1. Rakyat Indonesia perlu segera untuk membangun fondasi sosial ekonominya. 2. Pemerintah Indonesia perlu segera mewujudkan pemerintahan yang bersih, jujur, dan adil. 3. Rakyat dan Pemerintah Indonesia perlu bersatu berjuang bersama-sama untuk bangkit kembali dalam membangun kembali NKRI yang sedang sakit di segala bidang wawasan nusantara ini. 4. Pancasila sebagai pedoman hidup bangsa perlu digali kembali bersama-sama oleh seluruh Pemuda-pemudi rakyat Indonesia yang telah terkubur kembali pasca reformasi ini. 5. Pemerintah dan Rakyat Indonesia wajib bersatu dalam membela dan mempertahankan Tanah Air Tercinta Indonesia Raya. Maka kami atas nama seluruh rakyat Indonesia dengan ini menyatakan : 1. Koruptor harus diberi hukuman sekurang-kurangnya seumur hidup dan selebih-lebihnya Hukuman Mati. 2. Antara pejabat pemerintah, perorangan (WNI/WNA), organisasi maupun perusahaan swasta yang terlibat dalam kasus korupsi hukumannya harus setimpal antara satu sama lainnya. 3. Warga Negara Asing yang terlibat dalam Kasus Korupsi di dalam maupun di luar negeri harus dihukum sesuai hukum Republik Indonesia.
