The RID board meets this week at Gallaudet University with a full agenda, a majority of which will occur behind closed doors. At the outset it should be clear we believe their intention is well meaning. We believe the RID board is made up of extremely talented and respected colleagues; their motivations are the same as ours; improve the profession, serve the communities we live in and partner with others. Admittedly, putting the concept of "member driven" into practice is always a challenge especially when there are looming questions about the national testing system.

Members, in delegating authority, do not give up the right to decide what is good for them to know and what is not good for them to know. The membership does not yield sovereignty to the people and groups (board, committees, and headquarters) which serve them. Members must be informed so that they may retain control over the organization they have created.

Vice President Walker said it was not an option to have the meeting in open session because of "privileged fiscal and legal information." Following that statement, Anna Witter-Merithew, Interim Executive Director, stated in a note at the end of the December update, "A report to the members highlighting the findings from the risk assessment is currently being prepared, and it is hoped it will be available on or before January 1, 2016. As well, the Board leadership will be v-logging prior to and after the December 15-20 meeting to convey information about the Board's process and decision-making."

We ask the board to adopt an open and accessible manner for the good of our community. We believe engaging members in developing the future of our national testing system is vital. In establishing RID, the members declared the organization to exist to aid in the profession of Sign Language interpreting. The intent of member driven can be understood that the actions of the organization are to be taken openly and the deliberations be conducted openly.

Fiscal information

Members, test applicants, donors and customers are the source of funds. We believe members have the right to know how their money is being used. We ask the board to engage members as partners in the process.

Legal information

As a matter of public record, we know there is current litigation against RID regarding accessibility of the NIC test. We agree discussing current or anticipated litigation with RID legal counsel in closed session is a valid and common practice. We also agree that security of the testing instrument is paramount for obvious reasons. We disagree that testing operations is confidential.

We urge the board to open deliberations about the testing system. While a report highlighting the findings is a positive step in the right direction, the decision to "discuss and make decisions around the risk assessment" in closed session prevents members from understanding their organization and the challenges ahead.

We call on our colleagues, RID board, to release a redacted where appropriate Risk Assessment Report, conduct discussions about the testing system in an open and accessible manner and engage the membership in a meaningful way.

Members created the organization and the systems being assessed. Members must be informed of the strengths, weaknesses, opportunities and threats to their creation. Ultimately, the membership as a body must retain both the control and the responsibility for the future of the certification system it created.

As always, thank you to those who volunteer and work for RID. Remember, you are not alone in the effort; you need only allow the rest of the membership to serve with you.
