Obviously there is no justice in Pakistan when a person is framed and investigators don't look into it and the victim is incarcerated. Are the police corrupt?

I have only recently heard about this case and only have the information supplied by ipetitions.com but it does seem excessive and badly handled and I’m happy as a fellow human from Scotland to bring some international attention to this in the hope that truth, justice and fairness will prevail.
