In 1977, we designed, under a Consent Agreement with EPA, a wastewater treatment plant to deal with CSO because San Francisco had no choice about separating the distinctly different flows. If there's a chance to separate the flows, it will save 100s of millions of dollars and immediately impact the environment.

Daylighting will remove this clean water from the sewer, help to reduce CSO occurrences on the Harlem River and help with flooding issues along Broadway and other areas of the Tibbetts Brook Watershed.

Researchers at Lamont-Doherty have conducted studies on the effect of the unfiltered run-off in our NYC rivers for a long time and it's appalling. It's a disgrace that the capital of the world would accept being such a horrendous environmental example for others to follow. Anything to improve the water quality is a step in the right direction.
