It's Tea... and it's most likely really GOOD tea.
I think there's a lot more serious and dangerous things that customs can/should be focusing on; other than tea with a small amount of poor paperwork.
And technically, how could one not consider the tea itself to be "teaware" (really)? After all, isn't the primary ingredient to consuming tea actually WATER? So truthfully, the tea IS teaware itself to the water; without this piece you've only got a hot cup of H2O.
I'm glad that someone is taking their job role seriously and all that -- so no insults to the person that's doing their job as required -- but if the proper paperwork has been corrected and provided it seems pretty silly to cause a fuss over something like this. I hope this can be resolved so that BOTH sides can move on with their jobs and lives.
First the Boston Tea Party... and now the UK Customs Tea Party!

come on. It's not going to hurt anyone. I am begging you. Spare the leaves. it would be a dishonor to all the farmers.

I have been buying tea from Mei leaf for years know and they are amazing people and it would be a shame to see this tea get thrown away because Mei Leaf spent so much time trying to find it so they can show people how amazing tea culture is

So hold it back,
impose a fee,
control and check,
