I would question this agency's motivation; to say they are unreasonable is an understatement. No-one was killed or harmed in any way. If Animal Control touch Marley they are guilty of infringing personal rights and of cruel intent. They need to be better informed about rights and where their responsibilities begin and where they end.

If the parents are not worried about this dog going home, then animal control shouldn't be either. Let the dog go home.
