New York State and New York City are not abiding by the rules and regulations set forth in the Coastal Zone Management Act 1972 in Coastal Zone Boundaries. In 1982 NYS Coastal Management Program, CMP, and the NYC Waterfront Revitalization Program WRP, and National Oceanic and Atmospheric Administration NOAA, worked together as partners and outlined the Coastal Zone Boundaries. Huge amounts of taxpayers money has gone to supporting these organizations, but in many cases they take the money and do nothing. In Rockaway Beach Queens NY there is an ongoing project for 10 years now, ARVERNE BY THE SEA. It's a 308 acre tract of land that was vacant for more than 45 years, from the Urban Renewal era in the early 60's. The condemnation of Arverne was total fraud committed by the City of NY but that's another story. I have many documents on that from the Board of Estimate.

As the development of the 308 acres is presently being done the developer is building over public streets denying public access and visual corridors to the water. Now the people living on the Bay side must walk many blocks North or South to reach the Ocean. Housing Preservation and Development, HPD was responsible for the 308 acres and HPD lied on the Consistency Assessment Form, CAF when they stated that the development would not be blocking existing public access to the water. I would like the federal prosecutor to look into this matter, because it appears that every state and city agency involved in the development went along with violating the CZMA, knowing that the CZMA was being violated.
