If I, as a foreign exchange student in California, am allowed to participate in all the Senior activities as well as the graduation, Viktoria should be allowed as well.

Viktoria has every right to walk in graduation! She is a senior and she still was required to do senior project so she should also be able to graduate as a senior even if she doesn't get a diploma
