Fundamental research in general and in particular in computer science is extremely important. No longer supporting this at your university would be a mistake.

Unless your intention is to demote the university to a trade/vocational school, you might want to reconsider. Without foundations in computer science, the department will be irrelevant very soon, when new trends will emerge. AI was popular before, and then lost its glamour for some decades. It will happen again.

A university that designs and staffs itself only for the next ten years need not worry about the following ten. It will simply cease to exist by that point. It chooses to be the next ITT Technical Institute.
Concentrating on specified areas of excellence makes sense, but who will take senior positions at an institution where next year's headlines may identify their field of AI, data science, etc. as old news?
To actively discontinue all theoretical studies systematically deprives the university and its students of participation in the next big thing, whatever it is. An institution that does this really does not deserve the name of a university.

This sounds ridiculous. The point of academia is to do academic work, not to build applications. Also having such a narrow specialization is long-term suicide as the world will move on to different things and you will not be well placed to adapt... and I say this as someone who works in AI/ data science.

It's a sad an utterly self-harming act. As data science is turning into a more mature field, attention is increasingly turning to theoretical foundations. Even if all the administration cares about is data science, they are hugely damaging their excellence as well as reputation with this move. There are few better ways to discourage talent from joining Leicester across all fields...
