This is a consistent problem- internet goes from around anywhere from 60-20 Mbps to 5 or less Mbps after 10/11.

I went to this school six years ago and I can see from where I am now that the absolutely abysmally configured wireless system still stands exactly as it stood that day with no improvements or alternates, as they DISABLED EVERY SINGLE ETHERNET JACK IN ALL OF THE BUILDINGS one year after I started attending. As an IT professional, I can say this reflects extremely poorly on your institution and to say that it is an uncorrectable is a bald-faced lie. Seriously, reactivate ethernet ports, pay a sysadmin to maintain the telecomms closet, get a PROFESSIONAL to recommend wireless infrastructure and deployment, and get it done. This is my 4th year on campus and I've never experienced internet even close to this bad here. I was very satisfied before, disappointed how UMass seemed unprepared for this year.
