Fire Wauchula City Manager TERRY ATCHLEY for abuse of Power and Victimizing city employees
On Oct 31, the City Manager called a 13 year valued employee into his office at 09:30. He told him his services were no longer needed. He said his job as IT manager had been eliminated and replaced by an outside vendor (this was a lie). There was no need for outside IT services (this was a lie). Outsourcing IT would require a full bidding process approved by the City Commission. The City Manager told no one about his plans. The employee had a perfect record for 13 years. He was complemented by the City Manager at two meetings on Nov 3 when he lied to both the Airport Authority Board and the Wachula City Commission. Neither Board bothered to ask the City Manager a single question of explanation. The City Manager claims to have full authority to hire and fire at will (per the City Charter). This does not excuse him from following the Personnel Policies for City Employees established by his employer, the City Commission. The City Manager violated due process and the human rights of a City Employee that started his career on the back of a garbage truck and ended up after 13 years as the Informations Technologies Manager, Asst. Dir. of Public Works, Procurement Manager, Cemetery custodian, and Wauchula Airport Manager. The City Manager cut his pay by $13,000 per year just because he "had the power to do anything he wanted." The City Manager did all of these actions outside the view of Human Resources, the City Commission, and without anything in writing. The City Manager destroyed the career path of a values employee because he wanted to split up his $58,000 salary for jobs he created without being offered to the public at large. The City Manager has been employed at the will of the City Commissioners for three years. He got the job corruptly without meeting the minimum qualifications. The City Commissioners can fire him with a 4-3 vote at any meeting. This is what "WE THE PEOPLE" want. Thank You.
