The project idea is developed during the workshop called "Visa is a barrier in front of civil society dialogue." which is organized by European Union General Secretariat in 11th of December in 2010. We consider difficult visa requirements as the main obstacle to the mobility rights. Therefore, we developed our project to address the visa issue in Europe and name it as "No visa for Youth on the Move" which also refers to European Commisions "Youth on the Move" initiative. As it is known, during the preparation of "Youth in Action" youth program, Commission considered and benefited from the outputs of the "Youth for Europe" (1989-1999) and "European Voluntary Service and Youth Program" (2000-2006) programs. Therefore youth program which will be prepared after 2013 is expected to be built on the experiences of the "Youth in Action" program.

yesOur goal is to explain visa requirement is a big barrier in front of young people who would like to benefit from "Youth in Action" program and then influence political decisions in order to stop visa regime. Visa requirement from young people should be recorded as a negative experience during "Youth in Action" and "Life Long Learning" Programs. We consider stopping visa regime in Europe is essential for improving the quality of "Youth in Action" youth support system and increasing the capacity of civil society organizations.

angryVisa requirement creates two different kind of discrimination among young people. First discrimination appears among Turkish young people and the second discrimination appears between Turkish and European citizens. Some embassies are required to have enough amount of money in applicant’s bank account in order to get visa. However, young people who are not from rich families may not have enough money in their accounts. We hereby would like to remind that, Youth Projects are not only for one specific class but for all. On the other hand, even though NGOs and young people in Turkey has the same rights to the programs in terms of creating collaboration opportunities in Europe, NGO's established in Turkey are not able to efficiently benefit from those opportunities. This situation creates discrimination between the NGO's in Turkey and the NGO's in EU member countries; this is just like the discrimination among young people.

yesA necessary initiative has to be taken by Council of Europe member states with relevant Turkish authorities in order to achieve problems related to visa requirement and residence permission. However, before achieving the visa problem, having discussions by young people in the Universities, in NGO's meetings will contribute to increase awareness for European citizenship. Having discussions in non-governmental organizations’ meetings, at universities, which are especially the most dynamic sector of society will contribute to establish better civil dialogue in Europe.
