we are seeing to many abandand and abused animals .its time to bring back licences to keep dogs and possiably cats.councils should bring back licences and keep a track of who owns what pets.all owners should need a licence and proof that their animals are health checked by vets yearly.to many animals suffering and being passed around for money.to many being over bred.to many being tossed aside in need of vet care..its time to take a stand and say enough is enough.
