We, the undersigned, qualified electors /registered voters of New Mexico, respectfully request by this our petition that;

Legislation be draft for a NM Constitutional Amendment a.k.a the New Mexico Fee and Dividend System; that this program requires a 100% cash return on carbon-neutral dividend checks given to all households with incomes less than $75,000; That a public education retraining program be provided to coal bed methane and oil and gas workers in the extraction industry to work on mitigation of the oil and gas industry and coal bed methane or other renewable industries; That this program be implemented within four months of passage and will become law known as the New Mexico Fee and Dividend System Act.

That requirements under the Oil and Gas Act (N.M. Stat. § 70-2-1–38 for Voluntary Reporting of Emissions and Spills for extraction industries be changed in order to collect impact fees for GHG source emissions that will generate a new revenue stream from mitigation due driving climate change methane and other VOC’s and GHGEs in the San Juan and Permian Basins; that meters be required to be installed on all oil and gas source emissions at the Wellheads and before it enters a pipeline as it leaves the site pad; that this must be done in a timely manner within four months of passage of this the New Mexico Fee and Dividend System Act;

Whereas, that it be referred to the people of New Mexico, to the end that the same may be approved or rejected by vote of the qualified electors/registered voters of the state at the next regular general election to be held on the 8th day of November, 2016; and each of us for himself or herself says: I am a qualified elector /registered voter of New Mexico, and my residence, post-office address and/or precinct are correctly written after my name.
