We, the undersigned, call upon the Bulgarian government to take actions for the children living in the residential care home in city of Pleven to be: 1. Given proper medical care, 2. Be de-institutionalized and placed into family-type environment. We also inquire for series of multiple inspections of all the residential homes for children in Bulgaria, since we believe that the violations found by the Minister of Health, Mrs. Atanasova during the Pleven ‘s inspection April 2012, are not a single case, but rather trend, that needs to be stopped. As citizens of this world and firm believers that our children are the most valuable gift we will be ever given, we are not only shocked and disgusted from the inhumane treatment the children under government care in Bulgaria are receiving, but we are truly worried about the existence of societies that purposely eliminate their human resources. We do realize that most care institutions and the structures that support them provide employment to a large number of caregivers and other staff, who rely on this model for their own livelihoods. They also provide a vital fundraising model for many small and large NGOs and faith-based organizations, which are dependent on donations for their own organizational survival. A reduction in the use of institutional care, or the transformation of institutions to community or family-based care options, could be seen as jeopardizing funds. Not to even mention the increasing chances with such care model for unscrupulous individuals and institutions to profit from international adoption and even child trafficking. That is why, all we have to say is: STOP using children as COMMODITIES! There are other options! We are aware about the financial challenges the government of Bulgaria may face trying to implement new child care scheme. Simple research about the social practices and models in other countries though, makes us confident, that the significant structural cost can be offset against the reduction in longer-term costs to the State as more children develop and grow into healthy and productive adults, who are less dependent on State services than children leaving institutional care. We insist the harmful social institutions for children to be closed and the Ministry of Health and Social Affairs to shift their efforts towards preventing institutionalization of children and promoting foster parenting, adoption and other family-based care options.
