We, European citizens, are watching with deep concern the latest developments in the war against Ukraine. Despite sanctions and losses, Russia is significantly rebuilding human and material resources. The bravely fighting Ukraine, on the other hand, lacks modern weapons and ammunition. In the United States, there are increasing voices calling for the reduction or even suspension of the supply of necessary military equipment. The European Union, despite all its promises and economic and political power, is lagging behind with its support. The second pillar of the European Union is supposed to be cooperation in the foreign and security policies, yet Russian missiles have been landing near European cities for almost two years now, and millions of unfortunate refugees are seeking help in our societies. Vladimir Putin has repeatedly declared that his long-term goal is to restore his sphere of influence and dominance not only in Ukraine, but also in the countries of our Baltic partners and, ultimately, in the whole of Eastern and Central Europe. If Europe allows a protracted conflict, the Russians will gain a strategic advantage. Any success in Ukraine will strengthen and inspire the leadership of the Russian Federation to continue its war of aggression and is therefore a direct threat to freedom and democracy in Europe and to its integration process. The defence of an independent and democratic Ukraine is a struggle for our common security. It is therefore with deep concern that we call on all European politicians:

• to commit to long-term financial and material assistance to Ukraine
• to push for the removal of bureaucratic obstacles facing the arms industry
• to make the restoration of Ukraine's territorial integrity a goal of EU foreign and security policy

Avec une inquiétude brûlante

Nous, citoyens européens, suivons avec une vive inquiétude les derniers développements de la guerre que mène la Russie contre l’Ukraine. Malgré les sanctions et les pertes, la Russie rétablit considérablement ses capacités humaines et matérielles. En revanche, l’Ukraine, qui se bat courageusement, manque d’armes et de munitions modernes. Aux États-Unis, de plus en plus de voix s’élèvent pour réclamer la réduction, voire la suspension, de la fourniture des équipements militaires nécessaires. L’Union européenne, malgré toutes ses promesses et sa puissance économique et politique, tarde à apporter son soutien. Le deuxième pilier du projet européen devrait être la coopération dans les domaines des affaires étrangères et de la sécurité. Or, depuis près de deux ans, des missiles russes atterrissent près de villes européennes et des millions de malheureux réfugiés cherchent de l’aide dans nos sociétés. Vladimir Poutine a déclaré à plusieurs reprises que son objectif à long terme était de rétablir sa sphère d’influence et sa domination non seulement en Ukraine, mais aussi dans les pays de nos partenaires baltes et, en fin de compte, dans l’ensemble de l'Europe centrale et orientale. Si l’Europe permet un conflit prolongé, les Russes en tireront un avantage stratégique. Tout succès en Ukraine renforcera les dirigeants de la Fédération de Russie et les incitera à poursuivre leur guerre d’agression, ce qui constitue une menace directe pour la liberté et la démocratie en Europe et pour son processus d’intégration. La défense d’une Ukraine indépendante et démocratique est une lutte pour notre sécurité commune. C’est pourquoi, avec une profonde inquiétude, nous appelons tous les hommes politiques européens à s’engager à fournir d’urgence une assistance financière et matérielle à long terme à l’Ukraine, à faire pression pour que les obstacles bureaucratiques soient levés et à faire de la restauration de l’intégrité territoriale de l’Ukraine un objectif de la politique étrangère et de sécurité de l’Union européenne.

Mit brennender Sorge

Wir europäischen Bürger verfolgen mit brennender Sorge die jüngsten Entwicklungen im russischen Krieg gegen die Ukraine. Die Russische Föderation erneuert erfolgreich ihre menschlichen und materiellen Ressourcen, während der mutig kämpfenden Ukraine sowohl moderne Waffen als auch Munition fehlen. Aus den Vereinigten Staaten vernehmen wir immer lauter werdende Rufe nach einer Reduzierung und sogar einem vollständigen Stopp der Lieferung des erforderlichen militärischen Materials. Auch die Unterstützung seitens der Europäischen Union gerät trotz aller politischen und wirtschaftlichen Versprechungen ins Stocken. Die Zusammenarbeit im Bereich Außenpolitik und Sicherheit bildet den zweiten Grundpfeiler des europäischen Projekts. Russische Raketen schlagen bereits seit zwei Jahren in der Nähe europäischer Städte ein, während Millionen unglücklicher Flüchtlinge Hilfe in unserer Gesellschaft suchen.

Wladimir Putin hat wiederholt sein langfristiges Ziel erklärt: die Wiederherstellung von Einfluss und Dominanz, nicht nur in der Ukraine, sondern auch in den Ländern der unmittelbaren Nachbarschaft zur Russischen Föderation und nicht zuletzt auch in ganz Ost- und Mitteleuropa. Wenn Europa einen lang anhaltenden Konflikt zulässt, gewinnen die Russen strategische Vorteile. Jeder Erfolg in der Ukraine stärkt und inspiriert die russische Führung zur Fortsetzung des aggressiven Krieges und stellt somit eine direkte Bedrohung für die Demokratie und Freiheit in Europa sowie für den Integrationsprozess dar.

Eine unabhängige und demokratische Ukraine ist eine notwendige Voraussetzung für unsere gemeinsame Sicherheit. Mit großer Besorgnis fordern wir alle europäischen Vertreter auf, sich zu einer langfristigen finanziellen und materiellen Unterstützung der Ukraine zu verpflichten, alle bürokratischen Hürden für die Waffenlieferungen zu beseitigen und die Wiederherstellung der territorialen Integrität der Ukraine zum Hauptziel der europäischen Außen- und Sicherheitspolitik der EU zu machen.

З глибоким занепокоєнням

Ми, європейські громадяни, з глибоким занепокоєнням спостерігаємо за останніми подіями у війні проти України. Незважаючи на санкції та втрати, Росія суттєво відновлює людські та матеріальні ресурси. З іншого боку, Україні, яка мужньо бореться, не вистачає сучасної зброї та боєприпасів. У Сполучених Штатах все частіше лунають заклики до скорочення або навіть припинення поставок необхідного військового обладнання. Європейський Союз, незважаючи на всі свої обіцянки та економічну і політичну міць, зволікає зі своєю підтримкою. Другим стовпом Європейського Союзу має бути співпраця у зовнішній політиці та політиці безпеки, але вже майже два роки російські ракети приземляються біля європейських міст, а мільйони нещасних біженців шукають допомоги в наших суспільствах. Володимир Путін неодноразово заявляв, що його довгострокова мета - відновити свою сферу впливу і домінування не лише в Україні, але й у країнах наших балтійських партнерів і, зрештою, у всій Східній і Центральній Європі. Якщо Європа допустить затяжний конфлікт, росіяни отримають стратегічну перевагу. Будь-який успіх Росії в Україні зміцнить і надихне керівництво Російської Федерації на продовження агресивної війни, а отже, є прямою загрозою свободі і демократії в Європі та її інтеграційним процесам. Захист незалежної і демократичної України - це боротьба за нашу спільну безпеку. Тому ми з глибоким занепокоєнням закликаємо всіх європейських політиків взяти на себе зобов'язання щодо довгострокової фінансової та матеріальної допомоги Україні, сприяти усуненню бюрократичних перешкод, що стоять перед оборонною промисловістю, і зробити відновлення територіальної цілісності України метою зовнішньої та безпекової політики ЄС.
