As the system stands, money and race influence the punishment that is doled out when a person is convicted. These should not matter. It should be no different if a millionaire kills his maid or if the maid kills the millionaire.  It sould not matter whether a person is black or white, the punishement should fit the crime not the race. We propose that there are two juries in the court system. First the one that convicts the suspect, and secondly, one that never sees the suspect and is given only information pertinent to the case that excludes race, socioeconomic status, and gender. but it only lists past offenses. (It might look like this only with more detail: suspect was convicted of killing spouse in a violent premeditated act. Suspect has two prior convictions of sexual assault and battery (prior convictions can only be listed if they are ruled directly pertinent to the situation.) It is up to this second jury to decide the punishments within certain guidelines. The jury is only allowed to give no more or no less of certain punishments for certain crimes - especially violent crimes - and these guidelines change if an offender is repeat, or of certain ages or other. Fines should be calulated on a sliding scale according to income. It is not fair to give a fine to someone that will take them years to pay off, while another person gets the same fine and they can just write a check.

 This could very well work because there are laws as of right now the require every state to "address" Disproportionate Minority Contact within the Juvenile Justice System.(http://act4jj.org/media/factsheets/factsheet_33.pdf) (DMC means that minorities tend to come into contact with the court systems more often, and that they tend to get harsher sentences than whites do.) But as of yet, no state has any actual plan as to how to tackle the issue. If the preceding were enacted it would solve the issue.
