This is cruel and inhumane treatment of any animal, not just dogs. People who do this should not be allowed to have a dog/cat as part f their household.

I'm shocked in this day and age that this needs to be an issue. Quite simply, tethering is cruel and must end.

No dog should be tethered for long periods of time =especially, unsupervised. If you are going to have a dog, you need to protect & give stimulation via exercise, walks, love. If people aren't going to do that for any reason, they shouldn't have a dog.

We are shocked that this cruel and inhumane treatment of dogs who have no voice still exists in that beautiful Westchester County where we lived for 35 years before a transfer moved us to VA. There is no reason for a dog who craves human companionship and lives for those pats and contact should be doomed to a miserable lonely life at the end of a chain anchored to a decrepit leaky dog house no matter the weather should exist. Shame on Ossining . Ban tethering as so many other states have done. BREAK THE CHAIN........or don't get a dog if you can't treat them as family members

We are the state that created the ASPCA in 1866 to protect and advocate for humane treatment of animals; This law will continue those efforts of care & protection where none exist!

So very sad that dogs are tethered
