Petition For a Proportional Representation Electoral Reform in Canada
PETITION FOR A PROPORTIONAL REPRESENTATION ELECTORAL REFORM TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED We, the undersigned residents of Canada, draw the attention of the House to the following: 1.THAT, all Canadian voters should have an equal say in how parliament is comprised. 2.THAT, to truly achieve the principle of one person equals one vote, we need electoral reform in Canada and a shift to proportional representation. 3.THAT, Section 15. (1) of The Canadian Charter of Rights And Freedoms that states «Every individual is equal before and under the law and has the right to the equal protection and equal benefit of the law without discrimination», each Canadian voters should have the democratic right to be equally represented in the House of Commons. 4.THAT, Section 3. of The Canadian Charter Of Rights And Freedoms constitutionally guarantees all Canadian citizens the democratic right to vote but continues to deny access to the right of each individual to meaningful participation due to the inherent flaws in our current electoral system, referred to as a «first past the post system», which does not permit an equal representation of Canadian voters. 5.THAT, there are no democratic reasons why every political party should not be equally entitled to win the same amount of seats in the House of Commons with the same amount of popular votes. 6.THAT, each election that passes we see political parties capable of winning a majority of the seats in the House of Commons with a minority of the votes, which falsely represents voters' intentions. 7.THAT, to truly enforce a democratic electoral system, no political party should win the majority of the seats in the House of Commons without a majority of the votes. THEREFORE, your undersigned petitioners call upon Parliament to change the Canada Elections Act and modify the basis of our electoral system by including a proportional representation method. This electoral reform should not be decided by referendum but by national public consultations to find the best proportional representation method for Canadian citizens, directed by a Royal Commission. This Royal Commission should have the objective to “ensure that each Canadian voter has an equal right to be represented in Parliament”. The board of Commissioners should ask a group of political experts, independent experts and citizens, from all political allegiances, to find the best proportional representation electoral reform recommendations, based on the statement of grievance of this petition.
