We the undersigned
electors of the City of Kingston request Kingston City Council place a referendum question on the
2014 municipal election ballot. We ask you to allow voters to choose
whether members of council should be elected by district or by city-wide representation.
This would allow Kingston voters to
exercise their democratic franchise for the following reasons: enhanced accountability, improved
representation, unique needs of each neighbourhood, and greater access to
elected councillors. As the initiator of
this petition, my name is Joe Hawkins and I can
