Tracks and beaches simply need speed limits signposted the same as any street. If you want to take it further, other parts of the worl (e.g. Northeast USA, several states) enforce their own access permits and licensing for beach driving. It's profitable for them, encompassing of their constituents and a boon for tourism. Management by exclusion is cheap and simple, but rarely if ever the best way to do things.

I lived in two rocks and never had a problem with people using the track it's a nice destination for camping fishing and some 4wding.
