The existing track could easly be converted in to a 2way track. If the location of the track is also an issue due to the residents, then there is already an alternate track at the beginning of Dampati drive, open that up and make it suitable.. If funding is an issue, there could be an option of charge a resonable few per vehicle on weeknds to help with the maintaining of the track.

It's rediculous ppl have to travel so far outa town to get onto the beach when I was a kid we used to get a 4x4 out on city beach give us this track back
