This is to put a system in place where one must pass a specific driving test in order to be allowed to drive in the left lane of a highway. This test will run the participant through a series of exercises and written questions that shows they are capable of handling a vehicle, are aware of their surroundings, drive like they actually have somewhere to go, and do not participate in dangerous activities on the highway such as talking on the phone, texting, emailing, watching videos, doing their makeup, fist bumping or dancing with no hands on the steering wheel, turning around to slap their children, day dreaming, shaving, trimming their nose hair, or god forbid; reading the newspaper.

Once the test is passed the driver will be given a sticker to display on their license plate showing they have completed the test and are fit to operate a motor vehicle in the left lane of the highway. The fine for operating a vehicle in the left lane without this sticker will be $500,000 to $1,000,000 depending on if it's a minivan or a normal compact car or truck.
