We the undersigned strongly support the formalization of off-leash privileges with respect to the large open grass area situated within Historic Battery Park. This would be consistent with the off-leash rules for designated parks as set forth in the New York City Department of Parks and Recreation Rules and Regulations. These off-leash hours had been a long-standing (over 10 years) accommodation traditionally extended to the responsible dog-owning members of the community. Off-leash privileges in Battery Park have resulted in no damage to the Park and, to the contrary, have greatly enhanced quality of life for local residents, by providing a much-needed recreation area for local pets and by making the Park safer for all residents during the hours in which off-leash use had been permitted.
