Here's the scenario:

You pull up to a parking meter, pull out your smart phone and pay for 2 hours of parking with the App or by phone.

You run your errands and are done with your parking spot within 1.5 hours.

After you drive away, someone else comes and pays for parking in the same stall.

The city has now collected your money on that half an hour, and the next person's money on that same half an hour. A double-dip system, if you will.

Unlike old 'change fed meters', where if you came to a meter that had time left on it, you could top it up, the new digital systems just forfeit the unused time and the city double collects.

Double collecting... Who is this fair for? The city. Not the citizens paying for the parking. And where is this extra money going? We aren't seeing any reward for this money; just parking fee increases annually!

There is absolutely a way that the programmers of the App can program this system the same way as we are now used to paying for gas. The system pre-authorizes your card and in the end, only charges you for what you've used. Wouldn't you agree?
