Don't Ignore Criminals & Ticket Courteous Drivers for Paperwork Offenses

I hereby call upon law enforcement officials, both local to San Diego and across the nation, to stop pulling over paperwork offenders when "seemingly innocent" inept drivers and other more serious criminals routinely disregard & disobey traffic laws to the detriment and danger of other drivers, whose paperwork may or may not be up to date.
I call upon law enforcement officials to judge a driver by the character of his actions, and not the dating on his paperwork.
Surely, paperwork is a worthwhile and serviceable pretext to detain those who might otherwise have escaped pending the exposure of more heinous crimes; it does not, however, warrant the pulling over of one of the safest and most courteous drivers on the road.
I won't mince words: this petition grew out of a personal experience I had, and I won't hide the passion and anger that drives it; I'm not searching for a cause to make my own - I want to make this world a better place for those of us made to live in it.
I will use myself as an example.
This morning, I left the house in my car to get groceries. Not two blocks from my residence, I yielded to a motorcycle turning into the crowded street I planned to leave. That motorcycle turned around and began to follow me, at which point I noticed it was a mounted police officer. After a nerve-wracking full 5 minutes at a California light, he immediately pulled me over on the corner of my own block, and impounded my car for an out-of-date registration. The bike was a BMW; it's not like they need the money!
It just so happens that that very corner hosts street racers who peel out repeatedly between 11:30 p.m. and 5:45 a.m. every single night, routinely disrupting any chance I have of a good night's sleep.
That's it.
I was one of the safest and most courteous drivers on the road, and I LOST MY CAR, while other drivers who flagrantly disregard and flat out refuse to consider not only the rules of, but common courtesy on, the road are left to happily motor on.
I hereby call upon law enforcement officials, both local to San Diego and across the nation, to stop pulling over paperwork offenders when "seemingly innocent" inept drivers and other more serious offenders routinely disregard & disobey traffic laws to the detriment and danger of other drivers, whose paperwork may or may not be up to date.
