Kelsey Briggs was born in Oklahoma on December 28,2002 after her parents Lance Briggs and Raye Dawn Smith were divorced. At the end of 2004 Raye Dawn Smith started dating a man named Michael Lee Porter. The first reported incident of suspected child abuse regarding Kelsey was made on Jan.17,2005. Raye Dawn Smith married Michael Lee Porter on April 18,2005. On May 3,2005 Kelsey was taken out of her home by OKDHS. May 4,2005 Kelsey was moved to her maternal Grandmother Gayla Smith. After months of documented abuse which included a broken collarbone,multiple abrasions,new bruises and faded bruises from head to toe and two broken legs court hearings followed,but after it all on June 15,2005 Judge Craig Key sent Kelsey back to her mom and stepfather.The judge said "Kelsey's abuser was unknown." Kelsey remained in state custody and was to be supervised by state agencies. Her biological father Lance Briggs was a soldier in Iraq he was in the process of checking out from his duty in Fort Benning,Georgia. On October 11, 2005 she was murdered apparantly by her Stepfather Micheal Lee Porter but that is up for debate.Raye Dawn and Michael Porter were the only ones with Kelsey in the hour leading up to her death. Raye went to pick Whitney up from school.Whitney is Mike Porter's Bio daughter from a previous relationship. Raye claims Mike killed Kelsey while she was gone.Mike claims Raye killed Kelsey before she left and left him to take the fall for it. The cause of death was blunt force trauma to the abdomen,it was ruled a Homicide. Kelsey Briggs died just days before her father was to return. Two weeks later Porter was arrested on first degee murder. Her mother was later charged with two felonies of Child Neglect and Enabling Child Abuse. In April of 2006 Kelsey's body was exhumed for a second autopsy where sexual abuse was documented. The Stepfather's charges were amended to add the sexual abuse. Porter and Smith divorced after Kelsey's death. On February 2, 2007 a plea negotiation was entered and approved by the paternal family. The stepfather plead guilty to a reduced charge of Enabling Child Abuse and received 30 years in prison. He has no possibility of parole for 25.5 years. Kelsey's mother Raye Dawn Smith went on trial July 9, 2007.She has since been found guilty of enabling child abuse,she will serve 27 years in prison.Without the possibility of parole for 23 years. The court says she knew or should have known about Kelsey's abuse. A new law has been named for Kelsey in Oklahoma to prevent this type of failure in the Oklahoma State System. Now that the Lawsuit that Lance Briggs ensued against OKDHS was awarded, Raye Dawn Smith is going after half this money, when she has made previous statements publically that No one should profit from her Daughter Kelsey Shelton Smith Briggs Death! She was tried and found guilty of enabling the abuse in which led up to her daughters death...We as a World Nation believe that this would just cause Kelsey a further injustice! We are asking that you don't grant Raye Dawn Smith one red cent of this money, and to leave it in the hands of her Biological Father Lance Briggs, so he can use it in his endevours in preventing child abuse, in his precious little princess Kelsey Shelton Smith-Briggs name...Thank you

Seeing one thousand signatures on this page hits me harder than words can describe. Kelsey deserved so much more than what she got and knowing so many people are keeping her memory alive brings me some comfort.

Seeing one hundred people recognize that Raye Dawn Smith should never profit from this tragedy brings me a small sense of hope. My heart still breaks for Kelsey every single day but knowing I am not alone in this fight keeps me going.

She needs to serve at least 85% just like the judge and jury decided . Raye Dawn was not a women without resources or options. She had a huge support system and was surrounded by family but she still either killed Kelsey or let Mike abuse her to death. After Kelsey died, she attended her babies funeral WITH her husband Mike who was suspected of killing Kelsey. Something is just wrong here. Keep her in jail.

This story is horrific. That mother only cares about herself...if I was her I would ask for the death penalty out of the guilt for letting a monster into my child's life...she is far from innocent in the case and there are things she deserves but it is definitely not money. A mother should protect her children and she hand fed her to a monster.

I feel sad for Lance Briggs and his family. Raye Dawn is exactly where she belongs. Quite blaming everyone else and own what you did.

Too often children end up the pawns in unhappily ended relationships and they suffer the most as this precious child did. As a mother I would never allow anyone to harm my child and I can't understand how anyone could stand by why this is taking place. She should not be given a second chance. Kelsey surely wasn't given a second chance.

No one should hurt another and be able to profit from it. Kelsey's father was in Iraq, but his Mother contacted DHS who failed in their duty to protect and that was what Kelsey's father sued for. Because he couldn't charge and send the DHS to prison, it had to be done with a lawsuit. Kelsey's Mother in prison because she allowed Kelsey to be murdered by her husband. She should not profit by her participation in the Murder of her own daughter. Please don't allow her to.

Kelsey was a beautiful little girl. Her mother and stepfather didn’t deserve her at all. I never met her I‘be never even been to Oklahoma and I was 13 when she died but I still feel like I may have known her and would have loved her.
