The Planning Commission unanimously voted to deny this application in it's current form. The Board of Supervisors should do the same for the reasons stated by this petition and the planning commission. Before a residential development of any kind is considered at this location, a traffic study of Riverside Parkway needs to be conducted. As well as considerations for the actual parking needs of any residential development this size within a suburban area. Cars are cited in the suburban plan areas for Loudoun County as the expected mode of transportation. This is within the suburban area and needs to be treated as such.

The design and density of this proposed development does not fit in with the adjacent single family and townhome developments.
Additionally, the neighborhood elementary school, Steuart Weller Elementary, is at maximum capacity for both Kindergarten and 2nd grade for the 2023-2024 school year. New enrollments for those grade levels are currently being sent to overflow schools. It is a possibility one family could find themselves in a situation where siblings will not be able to attend the same school due capacity limits. This is the current situation WITHOUT the additional high-density development.
The design of Riverside Parkway is not sufficient to safely handle the amount of traffic generated by a high-density residential development.

The density of this community is unreasonable and it will overtax and already overcrowded elementary school. Supervisors, please flow the Planning Commission's recommendation to deny this applications requested exceptions.

I am opposed to the current Dogwood Farms development and special exception as submitted. I believe the current Dogwood Farms proposal and special exception submission allows for a development that is too dense without proper setbacks and buffers from the property lines. While it may be consistent with the Loudoun County plan for that area, it is inconsistent with the immediate surrounding developments and lacks an acceptable buffer or transition area between it and the immediate surrounding developments.

This is a terrible place to consider rezoning to high density housing. The noise from Rt. 7 would be 24/7. It's in the 60db noise zone from Dulles Airport, It will be right on top of the 500/230Kv Electric Transmission lines from VA Power. The traffic is terrible, even outside of rush hour at Loudoun County Pkwy and Rt.7, and there are still over 1000 Units in the vicinity approved and not built yet. It's right between a hotel and an already approved brewery. Please do not approve ANY of these proposed re-zoning changes.

I also oppose the Dogwood Farm Station Rezoning Proposal as currently proposed and applied for by U.S. Homes Corporation. The proposal is absolutely in contrast to the betterment, not only of the neighboring communities, but also the county's general traffic conditions that were put into place by the Lexington 7 Connector roads. I remember not wanting to have the road come through our neighborhood, but also understanding that it would be better for the community as a whole. This proposal, however, will undo the progress made by that project and make things even worse.
Aesthetics, traffic, school capacity, safety and the quality of life for the adjacent communities will be impacted adversely. The county knew full well, that the congestion at Rt. 7 and Smith was so bad that two parallel roads had to be constructed to ease traffic flow. It seems extremely counter productive to allow a project that would undo that progress. Currently, the County approved group home and additional age restricted housing is under construction. In addition, the Aspen to Golden Dominion Power lines will probably be constructed on one side of Rt. 7 or the other......All of which are in (or very close to) this same intersection. How can adding a 485 unit housing project in the middle of all that be smart growth?

School board claims the resulting students will fit. In terms of school building size this may be true. But in practice the schools are overcrowded now, due to teacher shortages. This will be worse if this development goes through, independent of the size of the buildings.

Particularly since Lexington 7 in it's original proposal was denied. It is unfair to impose high density on a neighborhood zones to be one acre plots. Most of the neighbors here have sought out the peace and quiet of our rural neighborhood. These zoning changes would destroy our neighborhood.

This proposal doesn’t blend into the existing area developments, would dramatically increase traffic, cause spillover into neighboring SFH communities, significantly affect local school numbers, and would increase traffic on Rt. 7 and 28 - both of which already suffer from congestion - as this development is not near a metro stop, requiring potential metro riders to take these major roads to take the silver line. There are already similar housing structures recently approved and soon to be in development less than half a mile away - this is an unnecessary proposal that will only have negative repercussions for the surrounding area.

Builders naturally want to make the most profit out of each development but don’t allow them to profit at the expense of long time residents loosing quality of life and values in their homes. Both will happen with the existing configuration which is overly dense, with too little infrastructure.

There’s a reason for zoning. The desire to rezone, pave and overpopulate in pursuit of tax revenue and profit to the detriment of current area residents’ quality of life is transparent, disingenuous and unseemly. Build another Lexington 7 style development on that parcel if you must, but spare the county this currently planned monstrosity.

A colorful project name does not take away from the fact that this development, combined with thousands of other residential units already approved for the area will place a strain on our public services (beyond schools), increase traffic on Riverside to the detriment of Potomac Farms neighbors who do not have a traffic light in order to leave the neighborhood, nor that there simply isn’t aren’t enough parking spaces per unit and the swim-meet style pool requested by Supervisor Briskman. Something must be developed in this space, but it needs to be rightsized to the surrounding neighborhoods so as not do drive down values of existing homes nor place an undue burden on current residents.
