There are a lot of medium to large dogs in malta. These need exercise and a walk whilst on the leash does absolutely nothing when it comes to their energy levels. If dogs are allowed to run and play off leash dogs will get tired, meaning they will be less frustrated, less consistent barking, and all in all more behaved dogs.
