What this cold hearted neighbor did to this poor dog and it’s family members is totally wrong and uncalled for. If this was my dog, I assure you this neighbor would be hating life.

I am so sorry for your loss. This is horrible considering this is not the only dog he has done this too. Something has got to be done people can't keep getting away with this!!
