I saw where someone quoted the RCW that an owner has the right to put down their animal if they feel that it has become too aggressive to be safe. HOWEVER... along with rights come RESPONSIBILITIES! In this case the owner’s responsibility was to end the animal’s life HUMANELY.

Sec. 2. Definitions
"Animal" means any bird, fish, reptile, or mammal other than man.
"Euthanasia" literally means "good death", and is usually interpreted to mean a quick, painless, and humane method of dying.
The owner did NOT meet these standards.
a. The animal did not die
b. The method chosen was Not Quick c. The method was Not Painless, nor would it have been even if the animal HAD died.
The owner Had Those responsibilities and did NOT meet them. He needs to be held accountable.

My understanding is that the owner told police he had become aggressive. This is just some guy with a good paying job that wanted to shoot a dog instead of taking it to the vet and paying to have him euthanized in a humane way.

No excuse for this horrible animal abuse. There are many other options, it takes an unstable and cruel person to do something like this.
