He should be charged and penalized to the fullest extent of the law REGARDLESS of whether or not they are employed by the jail/city/county. By that math, THEY SHOULD HAVE KNOWN BETTER AS FAR AS THE LAW!

He deserves to be prosecuted and incriminated for what he has done, It is absolutely inhumane to do such a cruel thing to an animal.. I pray and hope justice prevails and something is done about this!..

Justice for Cane! If this doesn't go anywhere and gets swept under the rug, I suggest that a group of people, myself included, reach out to non-profit organizations that do advocate for animals that have suffered such animal cruelty.
