During any period of government shutdown, no member of congress, nor the president and vice president, nor any member of the cabinet, shall receive any salary payment from the United States. Upon the re-opening of the government, back pay shall not be authorized without the concurrence of three-fourths of the members of the Senate and the House of Representatives.
