This is just another stupid change in the way we want to handle our dogs. Maybe it's about time to make radical changes, to create a new federation.
A federation holding members' interests, and who understand what it's members wants and needs. maybe its time to split into two federations. A federation of exhibition dogs, and a federation of working dogs, I think that it would make sense. Our interests are very different, and instead of working against each other, maybe we should come together in the desire to train and breed the dogs that we all love so much. we need to clean up the old, and bring in new forces that will support us dog owners' interests.

I can see this added to rule to allow accommodation to those who need it, but shall not be requirement to all handlers. Makes no sense at all on the purpose.
